If you 'burned' through the gel coat do you mean you already sanded it? Even if it is oxidized to hell, you can sand it out and re-polish it. That is, unless when you sand you get to the actual painted/colored fiberglass. If it truly is all the way to the fiberglass and through the gelcoat, clear-coating is probably your cheapest option.
